Accomplishments

During his eight years serving in the Virginia General Assembly, Del. David Reid has passed over 50 pieces of truly bipartisan legislation that have been signed into law by both Democratic and Republican Governors.  As a member of the powerful House Appropriations Committee, he has been instrumental in delivering for HD-28, Loudoun County, and Northern Virginia.  Here are a few of his key legislative and budget accomplishments:

Reducing the Cost of Living

  • Establishing a Back-to-School/Hurricane Preparedness Sales Tax Holiday:  Del. Reid’s HB25 (2024) created an annual “Back-to-School and Hurricane Preparedness Sales Tax Holiday” where on the 1st weekend of every August families will pay no state sales when making back-to-school and hurricane preparedness purchases.   • As the first person in his family’s history (…going back to the 1700s…) to ever receive a college degree, Del. Reid continues to strongly advocate for college affordability. Since he began making this an issue in 2018 and advocating annually for additional state funding for higher education, the real cost of college tuition has declined by 10%, in constant dollars, over the past eight years. Delivering for our Local Community

  • Secured $70 million to build the Northern Virginia Science Museum at Kincora in eastern Loudoun County. This state-of-the-art facility will provide over 300,000 children with hands-on STEM learning experience and will be located in HD-28. (2020 – 2024)
  • Addressing decades of neglect, secured $150.0 million in annual capital investments for Metro to purchase new train cars and renovate stations. (2019)
  • Secured $255,000 for the Loudoun Freedom Center to provide age appropriate African American experiential learning opportunities across Loudoun County. (2021)


Support for Veterans, Military Service Members, and their Families

  • Lead the bipartisan, Joint Executive and Legislative work group to develop Virginia’s first and only Veterans Strategic Plan and key performance indicators to guide our decision-making on how to make Virginia the “Best State for Veterans, Military Service Members, and their families.” (2023)


Passed the ONLY State-wide Reparations Bill in the Nation

  • Enslaved Ancestors College Access Scholarship Program.  Creates the Enslaved Ancestors College Access Scholarship Program which requires the five Virginia public universities, built and operated with enslaved labor, to offer scholarships or economic development opportunities in their communities (HB1980) (2021)


Bringing State-wide Awareness to Lyme Disease

  • The Lyme Disease Education and Awareness Act requires the Department of Conservation and Recreation to create and post educational tick-borne illness material at all 41 state parks. The bill also requires the Secretary of Education to create age-appropriate educational awareness materials on Lyme disease prevention and treatment for use in public schools across the Commonwealth. Defining Real-World, Workable Solutions to Complex Energy & Environmental Issues

  • Patroned the Prime Agricultural Land Protection Act (HB723) that creates a process to protect topsoil when “prime agricultural land” is impacted by any underground pipeline. (2020)


Transforming Rail Transportation in the Commonwealth

  • Supported the $3.7 billion agreement that is transforming passenger rail service in Virginia.  This agreement will double Amtrak service along the I-95 corridor, creating nearly hourly service between Richmond and Alexandria, increase service to Norfolk/Newport News, increase VRE service by 75%, and provide rail service to Northern Virginia college students going to UVA, VT, and Radford.
